The explosion at the Ulyanovskaya coal mine in western Siberia on March 19, 2007 is one of the country's worst mine accidents in history.
Russian investigators said they had handed the results of a six-year inquiry over to prosecutors and alleged the methane explosion was due to violations in safety rules, UPI reported.
The mine director and five other mine employees have been charged with breaches of safety rules that led to multiple deaths and three state officials face negligence charges.
The charges carry prison terms of seven years.
Charges against 19 engineers were dropped because of the statute of limitations.
On Monday, a methane blast occurred at the Vorkutinskaya mine in the Komi republic, Russia.
Eighteen miners died from carbon monoxide poisoning and injuries after the blast.
