he principles will guide the development of further policy and process to increase the effectiveness, efficiency and transparency of DER’s environment regulation functions.
As part of its risk-based approach, licences and approvals will be subject to conditions that ensure there is not an unacceptable risk of harm to public health or the environment.
These conditions will be outcome-based and will be justifiable, clear and enforceable.
Additionally, the DER will establish general Environmental Standards that set out the required levels of environmental performance for regulated activities based on the hierarchy of preventing, controlling, abating and mitigating pollution and environmental harm.
Environmental Standards may relate to the siting, design, construction, undertaking, operation, emissions, monitoring and closure of activities.
