Infrastructure Minister Warren Truss said the project would be the first in Australia to use the ‘delivery partner model’. In this model a consortium collaborates with government in delivering project management and administration. The consortium manages the contracts needed to deliver the project. Where this differs from typical methods is the involvement of government as a decision-making stakeholder.
In this case, the consortium is Pacific Complete and the government body is NSW Roads and Maritime Services.
Federal Member for Page Kevin Hogan said that Pacific Complete was expected to employ more than 200 people and would establish its main office in Grafton.
“During construction peak, 4000 people will work directly on this project, with a further 12,000 working indirectly on the upgrade. Major construction materials suppliers all the way down to local businesses will enjoy the flow-on benefits of construction,” said Hogan.
