The facility would be built by Longview Power LLC on a 157-acre site near the Pennsylvania state line and the Monongahela River.
The DEP has set out certain criteria that must be met by the power plant to curtail emissions. The draft air quality permit specifies that certain types of emissions control technologies must be used, including low-nitrogen oxide (NOx) burners and selective catalytic reduction for NOx; wet flue gas desulfurization for sulfur dioxide emissions; and fabric filter control technology for particulates.
The plant will utilise a pulverized coal supercritical boiler to generate electricity. This technology creates steam at higher temperatures and pressures than traditional plants for greater efficiency and lower emissions.
