“Operators of coal mines should regularly review their controls for strata management with particular emphasis on, but not limited to, the type of strata management device [SMD] used, the suitability of the SMD for the required areas of operation, and the process of recording information relevant to the SMD,” Regan told ILN.
There were no injuries in the November accident, which could have been avoided if a strata management regime had been put in place.
It was discovered that up to 30% of the strata monitoring devices were not operable for various reasons. A neighbouring mine in the Illawarra region reported up to 40% of similar devices not operable.
Underground workers should be trained in the installation, use and interpretation of SMDs, Regan said.
Underground people should also be trained in determining if a SMD is faulty.
Trigger action response plans (TARPs) relating to strata management and SMDs, and repair and replacement management of SMDs, should also be carried out, he said.
